Right from the time we shifted into the present apartment, I have made a point to get along with all my neighbors who are a mix of Indians, Pakistanis and Egyptians.
All these years, during summer, which in Kuwait is most of the time, whenever they switched on their A/C, there used to be a very mild vibration in our sitting room above.
This year, on September 9th onwards the situation changed. Whenever they switch on the A/c, our sitting room vibrates quite a lot and some vibration is felt in the bedroom which is attached.
In addition to the vibration, there is a loud whirring sound caused due to the vibrating floor in our sitting room, corridor and kitchen almost as if a generator is working in the house. I had complained to the neighbor who told me he is fasting ( since this was during Ramadan) and that he would have the problem fixed after Ramadan. He had felt his wall vibrating. Anyhow, after that they reduced A/c usage. Usually when the mother and children returned from school, they switched on the A/c and we had to put up with the vibration and deafening sound. My wife too complained twice to them about the problem. In the meantime, Ramadan was over. They stopped using the A/c for some days except in the afternoon and then went back to using the A/c again both in the afternoons and night.
It’s was really too much. I spoke to the watchman and had him come to see the sound and vibration for himself. He said he would warn them. After two days, when things were still going on as usual I again reminded the watchman. Still there was no progress. Finally fed-up, I phoned the landlords representatives who promised to send their person to warn the neighbors below. Again no action. Again contacted the representative who again promised to send their person to do the needful. That was yesterday and the person was supposed to have come today. Who knows, other options like cops or giving them a piece of mind will need to be exercised. So far they have not switched on their A/C today but it is early in the evening and will know later if they make our apartment move (vibrate) and talk (sound out) today also .
